Hill Bottom Properties is seeking a commercially sharp and process-driven Procurement Manager to own the sourcing, purchasing, and supplier management function across all active development projects — Block B, Block C, and Kaza. Reporting directly to the Managing Director, this role is critical to the financial and programme performance of every project. The Procurement Manager ensures that the right materials are sourced at the right price, delivered at the right time, and procured through a process that is transparent, competitive, and fully aligned with the adopted Bill of Quantities. You will work closely with the Engineering, Store, and Finance departments as the central hub of all construction material and operational purchasing.

KEY RESPONSIBILITIES

Develop and implement the company's Annual Procurement Schedule (APS) aligned to each project's construction programme — submitted by 7 July each EFY
Manage the full procurement cycle for all construction materials and operational supplies — from purchase request through supplier selection, negotiation, PO issuance, delivery, and GRN confirmation
Maintain and manage the Pre-Qualified Supplier List — conducting quarterly supplier reviews scoring price (30%), delivery (30%), quality (25%), and integrity (15%)
Negotiate contracts, pricing, and payment terms with suppliers — achieving savings against the adopted BoQ rates and reporting savings to Finance
Enforce the 5-step purchase request chain — coordinating with the Engineering team, Planning & Monitoring Engineer, and Project Director on all material requisitions
Conduct a mandatory stock check (PROC-002) with the Store Manager before initiating any new purchase — no duplicate purchasing
Coordinate material delivery locations and timelines with the Store Manager — ensuring all POs carry a confirmed delivery location before issue
Manage the import procurement process for specialist and international materials — including customs, freight, and duty coordination
Supervise the Purchaser — directing day-to-day purchasing activities, reviewing orders, and ensuring Odoo compliance
Collaborate with the Finance Manager on the Annual Procurement Budget and monthly payment scheduling within the FIN-001 Payment Ceiling
Ensure all procurement activity is recorded in Odoo in real time — every PO, GRN match, and supplier communication
Support the Finance Manager's random BoQ audits — provide all procurement documentation within 30 minutes of request

QUALIFICATIONS & EXPERIENCE

Bachelor's degree in Supply Chain Management, Procurement, Business Administration, Civil Engineering, or related field
Minimum 5 years' procurement experience, with at least 3 years in construction or real estate procurement in Ethiopia
Proven experience procuring construction materials — strong knowledge of Ethiopian construction material market, suppliers, and pricing
Experience managing supplier contracts, negotiations, and performance reviews
Knowledge of import procurement procedures in Ethiopia — customs, duty, and freight coordination
Proficiency with Odoo or equivalent ERP procurement module preferred
Excellent Amharic and English — written and spoken
Strong numerical skills — ability to read and verify Bills of Quantities and compare against market pricing
